Text of the state Broadcast by Governor Bello Muhammad Matawalle of Zamfara state on Security situation in Zamfara state held on Tuesday, 24th – 25th August, 2021

My dear people of Zamfara State.

Following the recent upsurge in banditry attacks in some parts of our dear State, I feel compelled to address you on the new steps being taken by my administration to contain the situation.

  1. As we all know, the primary objective of the State is to provide security for the lives of the people and their property. My primary motivation for running for the office of governor in 2019 is to devote myself to addressing the enormous and protracted security challenges faced by our dear State for over a decade.
  2. I wish to express my profound sympathy to all those who have lost their loved ones, property, and those who have been displaced and separated from their family. My heart goes to the women and children who have been forced to live in deplorable conditions of being widows, orphans and displaced as a result of the bandits’ constant onslaught. One can only imagine the constant State of misery and sleeplessness that our people are frequently experiencing. We must remain resolute in our efforts to contain this situation.
  3. Even though we were all aware of the bleak situation of Zamfara State before I took over as Governor in May 2019, it would not be inappropriate for me to take a trip down memory lane to remind us of it. Many parts of the State were literally governed by the bandits, who were having a field day in virtually all the rural areas of the State. Villages were being raided in the most inhumane manner possible- massacres carried out, and those who survived the attacks were subjected to all forms of indignities, including rape and torture. Virtually all markets were closed as traders could not risk their lives to attend the markets. There was a general sense of despondency everywhere, as the entire rural economy, which is largely agrarian, had collapsed, posing the threat of starvation. The rural Zamfara was a huge centre of humanitarian catastrophe with people left to their own devices.
  4. From day one, my administration took a close look at the situation and weighed the choices. Following extensive consultations with all relevant stakeholders, including traditional and religious leaders and security services, it was overwhelmingly agreed that the best way to address such a huge security challenge, which has the appearance of ethnic and inter-communal disharmony, is through dialogue and reconciliation with feuding parties. For example:

We have seen a remarkable precedent in the act of Prophet Muhammad, may the peace of Allah be upon him, where he brokered peace with Banu Aws and Banu Khazraj through the process of dialogue and reconciliation. In our contemporary time, we have seen how the dialogue mechanism was used to end the Nigerian civil war, which raged between 1967 and 1970; The Lebanese civil war of 1975 to 1990; We have seen how peace mechanism worked between Tiv and Jukun and many other conflicts that are directly or indirectly linked to ethnicity in Nigeria.

  1. It is evident from our experience in history that social eruptions and conflicts that border on ethnic or religious fault lines are better addressed through the instrument of dialogue instead of military or police action. There is no one-size-fits-all solution to such issues. In reality, experience has shown that they are better addressed via dialogue and reconciliation, as violence frequently leads to further violence.
  2. As a fallout of our dialogue and reconciliation policy, hostilities between the bandits and ‘yansakai were immediately ceased. The State witnessed about nine months of peace; hundreds of kidnapped people were unconditionally released by their captives; hundreds of assorted arms and ammunition were surrendered by both the bandits and the ‘yan sakai. The State witnessed the rebirth of the glorious era of brotherhood, love and mutual coexistence between members of the Fulani ethnic group and the Hausas. For the first time, in more than a decade, the annual sharu festival was held in Gusau in 2019.
  3. The amazing successes of our peace efforts made our initiative appealing to some of the states sharing similar experiences as our State. Some of them opted for dialogue but eventually abandoned the programme after running into some issues.
  4. However, things took a dramatic turn, with the issue given political colouration by a section of politicians. Some people saw our progress as a threat to their political survival and began making disparaging efforts to undermine our achievements. Those acts of sabotage were the beginning of the ugly turn of events.
  5. The primary hurdles to our peace efforts, based on my experience over the last two years, are:

Reluctance on the part of the affected states to engage in peace talks, which would have denied the recalcitrant bandits who are currently making life difficult for our people a safe passage through the region;
Lack of support from a section of politicians and conflict entrepreneurs that wish to take advantage of the situation to achieve political ends; and
the need for the Federal Government to key into the peace initiative so that appropriate resources can be allocated to make it more comprehensive.

  1. My good people of Zamfara state, you are living witnesses to all our unwavering commitments to peace. I have had cause to meet with Mr President on matters relating to the State’s security on several occasions. I met the national security chiefs on numerous occasions. I have extended an olive branch to our political opponents in view of my conviction that attaining a lasting peace will require unity among all segments of society. Almost all my engagements outside the State are related to issues of security.
  2. In taking my recent decision to move to the APC, my aim is to have an all-inclusive government where people with different political perspectives will put their hands together for the development of our dear State. I reached out to the notable political figures in the State and made known to them my desire to have a united front to confront and address the numerous issues of development affecting our State.
  3. I have made several political offers to the opposition because I have no mission far crucial than that of securing our State. This I have done despite vehement objection by my political associates. My belief has always been no amount of sacrifice is too much for peace. This is why I took myself to the doorsteps of some political stakeholders with the aim of uniting ourselves to form a formidable team to address the disturbing security challenge bedevilling our dear State in the spirit of forging unity for the benefit of our dear State.
  4. Apart from our peace and reconciliation efforts and the recent political developments, we have equally maintained our obligations to our security forces through the provision of logistical and all other supports they require to discharge their function.
  5. We had an expanded Security Council meeting last Monday in furtherance of our steadfast efforts to confront this persistent challenge. The meeting was attended by all security chiefs, emirs, and the ulamas. I commend all of them for positively and sincerely offering their advice on how best to tackle the problems at hand. We reviewed the effectiveness or otherwise of the current security measures aimed at containing the security challenge and received reports from members. Some of the observations and resolutions of the meeting that we can share with the public are:

The security agencies have given their assurances to the general public of commitment to protect lives and property across the State, as well as their readiness for rapid and prompt response to distress calls;

The general public should therefore continue to cooperate and support the security forces to achieve the desired objective. We should appreciate the monumental sacrifices by our security agents and encourage them to work harder;

Security is everyone’s responsibility, People should, therefore, be vigilant and report any suspicious character to the appropriate authorities;
Islamic scholars are called upon to intensify sermons and preaching on issues bordering on security, sanctity and inviolability of human life;
The conventional and new media practitioners should play a positive role in promoting peace and harmony and desist from disseminating unconfirmed and inciting reports that may jeopardize public security;
Politicians should join ranks and work in unison towards combatting the security challenge.

Apart from the measures outlined, the meeting has also agreed to take further tactical measures to effectively contain the challenging situation across the State.

  1. My dear people of Zamfara State, I would like to use this opportunity to call on all of us to remain fervently prayerful for peace to reign in our State and the nation in general. We should ask Allah for forgiveness and His divine intervention.
  2. Once again, I wish to extend my deep sympathy to those who sustained various degrees of injuries those recuperating in hospitals and at home. I wish them speedy recovery and good health. Government will continue to give them all medical and other necessary support. I reassure you that we are doing everything humanly possible to address this lingering challenge.

Gov. Matawalle calls for state of emergency on security in the country

Governor Bello Mohammed Matawalle of Zamfara state has called on the Federal Government to declare state of emergency on security in the country as the only option to end the increasing security challenges in the country.

He also said his administration is worried by the current wave of incessant attacks on innocent communities in the state just as he said he has no regret entering into dialogue with the bandits in the state which is now halted by the Federal Government.

Governor Matawalle made the assertions when he received the newly posted Assistant Inspector General of Police in-charge of Sokoto, Kebbi and Zamfara states, AIG Ali Aji Janga who is on a courtesy call in his office. “the current wave of security compromise is alarming and is getting out of hand which necessitate the need to declare a state of emergency in security in the country as no one feels safe anymore and the only way to return this country on the path of sanity is to act out of the box” he stated..

He commended the Federal Government and the Security operatives in the country for their commitment to the fight against banditry in the state but further mentioned that extra effort is required to contain the growing security problems that are mounting by the day. .

Governor Matawalle further told the visiting AIG that his administration has never faltered in its support to the entire security operatives in the state and that he will continue to support them in any way he can to succeed.

Responding , AIG Janga, who was accompanied by the State Commissioner of Police, CP Ayuba Elkahana, commended Governor Matawalle for his commitment to finding a lasting solution to the security problem in the state according to him without the support rendered by Governor Matawalle administration, the entire work of the police in the state would have collapsed.

Gov. Bello appoints new Chief of Staff, redeployed Permanent Secretaries

Governor Bello Mohammed Matawalle of Zamfara state has approved the appointment of Alhaji Ibrahim Sulaiman Gusau as the new Chief of Staff Government House, Gusau. 

In a statement issued to newsmen in Gusau by the Secretary to the state Government, Alhaji Kabiru Balarabe stated that the appointment of the seasonal administrator and a technocrat per excellence takes immediate effect.

The new Chief of Staff Government House was a permanent Secretary in the state civil service before he voluntarily resigned and got appointment with Universal Basic Education Board, national headquarters Abuja where he recently retired as the director in the same board.

In another development, Governor Bello Matawalle also approved the immediate redeployment of some Permanent Secretaries as part of his administration effort to restructure the state service.

Those affected according to a redeployment letter signed by the Permanent Secretary (Administration) office of the Head of Service, Alhaji Yusuf Abdullahi Bakura are Kabiru Sani of Ministry of Works to the Ministry of Education, Lawali Mainasara of  Ministry of Education to the Ministry of Science and Technical Education and Garba Ahmad Gusau of Ministry of Science and Technical Education now deployed  to the Ministry of Works.

 
Other Permanent Secretaries redeployed according to the statement are Abubakar Muhammad Barmo from Office of the Executive Governor to the Ministry of Local Government Affairs,  Abubakar Jafar Maradun of Ministry of Local Government Affairs to Office of the Executive Governor while Jibrin Baba of Government House and former Accountant General now moved to  the Ministry of Finance respectively.

 The Permanent Secretary Directorate of Housing and Urban Development Kabiru Yusuf now moved to the Government House. Others are Lawal Hussein Phd, from Ministry of Environment and Solid Minerals to Cabinet Affairs, Office of the SSG,  Yakubu Sani Haidara, mni, from Cabinet Affairs, to Salaries and Wages, office of the HOS and Haruna Mainasara, from Ministry of Youths and Sports to the Ministry of Environment and Solid Minerals.

While Abdulkadir Alinkilo Anka of  Ministry of Special Duties now moved  to the Ministry of Commerce and Industries and Hamisu Shayau of Ministry of Commerce and Industries moved to the Ministry of Youths and Sports respectively. 

The statement advised all the affected permanent Secretaries to prepare their handing over note and submit copy to the office of the Head of Service for documentation.

Zamfara govt. to partner with donor agencies in fighting Covid-19 pendamic

Task force Committee on COVID-19 Chairman in Zamfara state and Speaker, state House of Assembly, Rt. Hon. Nasiru Mu,azu Magarya has assured International donor agencies and development partners state government commitments to work in synergy with them to fight the dreadb of corona virus infections and other  life threatening diseases affecting people in the state

Speaker Magarya gave the assurance when he received and  flag- off the second phase of (Modanna) Covid-19 vaccines donated to state by the United States of America Centre for Disease Control recently held at the state Medical Store Samaru area  in Gusau the state capital.

Magarya while applauded the efforts shown by the U.S. Centre for Disease Control (CDC) in particular and all other donor agencies to the state further assured state government commitments to  maintained its lead in the fight against the pandemic and  alsoused the vaccine properly without further delay. 

He however, urged the development partners to as matter of urgency assist the state with drugs and medicaments to fight the scourge of cholera outbreak in some  local government areas.

“Government will seriously looked into the possibility of providing solar powered electricity to the state Medical Stores to augment the current and existing source of electricity by generating set which he is costly effective and not reliable”he informed. 

Earlier speaking, the United States of America (CDC) Country Representative Hajiya Halima Bolatito told the Speaker that the over  65 thousand doses of Modanna vaccines donated to the state are part of the U.S. corporate social responsibility to the African nations on how to effectively tackled the pandemic assuring that much more doses of the vaccine will be donated to the state in the subsequent periods.

While commending the efforts of the state government for the establishing  of Isolation Centres in the state Hajia Halima further congratulates Governor Bello Matawalle,s administration for having zero index case of the disease in the state as at the present time.

In their separate good will messages both Unicef country representative Mr Adebayo Abdulkadir Bolaji and representatives of National Primary Health Care Development Agency, Dr Namadi Sambo commended the state government under the leadership of governor (Dr) Bello Muhammad for handling the covid-19 pandemic in the state effectively. 

Conducting the Taskforce Chairman and other delegates round to inspect the Cool Chain Room where doses of the modanna vaccines are being stored, the Permanent Secretary, Ministry of Health, Dr Habibu Yelwa and Executive Secretary, Zamfara State Primary Health Care Board, Dr Tukur Ismail said keeping the Medical Store always refrigerated through the only means of generating set is a haculian task.

They therefore appealled to the state government through the Chairman  Taskforce Committee on Covid-19 to come to their aid by providing solar powered electricity to avoid any technical hitch in the cool supply chain.

Gov. Matawalle appoints Gayari as Zamfara new Head of Sevice

Governor Bello Muhammad Matawalle of Zamafara state has approved the appointment of Alhaji Kabiru Muhammad Gayari as the new Zamafara state Head of Service.

This was contained in a statement issued to newsmen in Gusau by the Director General, Public Enlightement, Media and Communication, office of the Executive Governor, Malam Yusuf Idris Gusau.

The statement stated that the appointment of Alhaji Kabiru Gayari a long served Permanent Secretary, Ministry of Budget and Economic Planning, takes with immediate effect and was done on merit.

“His Excellency, the Zamfara State Executive Governor, Hon. Dr. Bello Mohammed Matawalle, MON, (Shatiman Sokoto) has approved the appointment of Kabiru Mohammed Gayari as the new Zamfara State Head of Service” the statement stated.

While congratulating the appointee for the well deserved appointment, the statement further called on civil servants in the state to cooperate with the new Head of Service and give him all the necessary support for him to succeed.

Before his appointment as the new Head of Service, Alhaji Kabiru Muhammad Gayari who is from Gummi local government area was the Permanent Secretary, Ministry of Finance and the most senior permanent secretary in the state service.

Gov. Matawalle to partner with FG to resettled IDP,s in Zamafara.

Governor Bello Mohammed Matawalle of Zamfara state has reiterated his  government determination to collaborate with the National Commission for Refugees and Internally Displaced Persons in order to resettled all IDPs in Zamfara state 

Speaking while hosting the National Commissioner for Refugees, Migrants and Internally Displaced Persons, Hajiya Iman Suleiman Ibrahim who was in the state for an official engagement, Governor Bello said his administration has committed and will continue to support vulnerable people in the state, irrespective of the socio economic background.

“we will not relent our efforts to improve the living standard of vulnerable people despite the security challenges facing the state and the nation in general” he reiterated.

He further informed his government commitment to collaborate with the commission to resettled all the affected communities in the state to more appropriate places.

Already according to him  the present administration has designed a humanitarian activities in almost all the affected communities in the state to mostly carter for the internally displaced persons who are affected by bandits activities.

While  commending President Muhammadu for given Zamfara state a special attention in the construction of IDP’s resettlement city in the state, Governor Bello further promised to do everything humanly possible to protect the lives and properties of all citizens at all levels especially as the state is experiencing very difficult times of bandits attacks and displacing many innocent citizens.

Earlier in her address, the National Commissioner, Hajiya Iman Suleiman Ibrahim said she was in Zamfara state to flag off the distribution of relief materials to the state IDPs and to intimate the state governor of her commission’s preparedness to commence construction work of resettlement city that will be utilised by all persons with concern especially the IDPs.

The resettlement city which is part of the President Muhammadu Buhari’s pilot scheme according to aHajia Iman Suleiman will be started in Zamfara, Katsina, Borno and Edo States with a view to reduce hardship on  families that were affected and displaced by the current security challenges. 

“a lots of humanitarian provisions that will benefit Zamfara people have been approved in the commission’s budget and a lot will soon come to the state” she informed.

Hajiya Iman Suleiman Ibrahim  late presented a certificate of recognition to Governor Bello Matawalle over his government continuous effort in the protection and assistance to persons of concern especially displaced persons

Gov. El-Rufai calls for federal allocations formula review

Governor Nasir Ahmad El-Rufai of Kaduna state has called for the review of  the federal revenue allocations formula in the country.

Speaking during an opening ceremony of the stakeholders sensitisation programme for the review of the revenue allocation formula, organised by the Revenue Mobilisation and Fiscal Commission (RMFC) recently held in Kaduna, Governor El-Rufai said the current allocation formula where federal government shares 52.6 percents, while states and local governments shares 26 and 20 percents respectively is improper and not in accordance with particular standard of the current socio economic change in the country.

“the formula need reversal or slide modifications by 40 percent for federal government, while state and local governments should share 35 percent and 25 percent respectively” the Governor advised. 

While commending the Commission for their commitments to service, Governor El-Rufai further called on them to provide law that will sanction the federal government from collection of revenue from Central Bank of Nigeria , Port Authority, Aviation, Shippers Council and others to make the records straight.

Earlier in his address,the Commissioner Revenue Mobilisation and Fiscal Commission, Engr. U.M.Hassan expressed appreciation to the government and  people of Kaduna state for the warm reception accorded to the distinguished team of technocrats from (RMAFC) who are on a sensitisation on vexed issue of need to review the vertical revenue allocation formula (VRAF) in Kaduna state.

“in view of the constitutional mandates and in recognition of the socio economic and political dynamic in the county, it has become absolutely compelling for the RMAFC to take a closer look at the percentage distribution between the thee tiers of government” he noted

Rotary International donates Family Planning health equipments to Zamfara

Rotary International has donated inplants and insertion equipments to health facilities to Zamfara state Primary Health Care Board to support Family Planning Programme in the state.

Speaking during the symbolic presentation of the equipments at the board headquarters in Gusau, the Permanent Secretary, Ministry of Health, Dr Habibu Yelwa described family planning as one of the pillars of saving motherhood in the society, hence the need to encourage it. 

Dr Yelwa who was represented at the ceremony by the Executive Secretary of the board, Dr Ismaila Tukur Gusau said maternal and child health indexes across the globe are bad and therefore advised for the needs to encourage family planning improvement purposes.

While appreciating the foresight of the Rotary International for supporting women, particularly in championing maternal and child health in the state further called on them to sustained the gesture.

Earliar in his welcome address, the Director, Community Health and Family Services of the board, Alhaji Bello Macido Maradun commended the Rotary International for the support to the board, particularly on advocacy, community dialogues and training of doctors and nurses 
Bello Macido Maradun said the board will continue to partner with Rotary Internationala to improve health sector in the state.

In the same vein, the state Coordinator on Family Planning, Malama Ummah Muhammad Lawal thanked all those who contributed for the succeess of the occasion and further appealled to the communities that benefited with the gesture to effectively used for the purposes not meant.

The equipments was presented to the board by the representative of the Rotary International, Mr Sharif Umar who reiterated his organisation commitment to continue in supporting Zamfara state health sector, particularly on reproductive health.

Zamfara CP Ayuba advises criminals to embraced peace or else

Zamafara state Police Commissioner, CP Ayuba N. Elkana has advised all criminal elements in the state to embraced government peace programme by surrounder their aims or else faced the consequence.

Addressing a press conference in his office at Police headquarters in Gusau, the state capital, CP Ayuba explained that, it is the commitment and determination of the Police Officers to strengthening the existing excellent security architecture designed by Inspector General of Police and state government which will remains the primary objective throughout his tenure as the Commissioner of police in the state.

“On assumption of duty I held an emergency meeting with Strategic and Tactical Commanders and made a careful reviewed of the existing security challenges in the state and ways forward to curtail them”, CP Ayuba added.

He reiterated that, Combat readiness, determination and total commitment of the police under his watch will be against recalcitrant Bandits and other criminal elements.

“my policing strategy will be intelligence led driven, community participation and engagement to embrace human security and development services that required diverse expertise to be driven by fore knowledge and be guided by intelligence strategic, operational and tactical levels”  he further stated.

CP Ayuba commended journalists in the state for their contributions toward crime management and control in the state and urged them to keep it off.

While assuring his commitment and determinations to safe guards and protect the lives and properties of the general public in the state the Commisioner of Police said, the police under his watch will charged their duties  in line with the constitutional provision and other professional ethics of the force, human right violation , corrupt practices and other unprofessional misconducts would not be tolerated.

He called on them to continue to support the police and other security agencies with credible information on the activities of criminal elements in the state.

Zakkat Board distributes N4.million to less privileged in Zamfara

Zamfara state Zakkat and Endorsement Board has distributed over N4. million naira as assistance to less previledge across the state.

Executive Chairman, Zamfara state Zakkat and Endowment Board, Malan Abubakar Muhammad Sodangi made the pronounceme during the cash       disbursement exercise held at the Zakkat Conference hall Gusau, the state capital.

“before the selection exercise of the beneficiaries from the 17 emirates council as well as the 14 local Government areas who would enjoy the gesture, our office had constituted a powerful committee for screening those in needs one after another to ensure the real problems of the person” he stated

Sheikh Sodangi stated that, the 91 less previlledged selected by the committee who have the problems of health, education, marriage, building, rentage, business and feeding  were benefited with cash ranging from, N150,000,  N120,000, N100,000, N50,000, N30,000 and N20,000 respectively.

The Chairman, while reminding well to do individuals in the state to emulate the state government efforts by assisting orphans and less previlledged with a view to get Allah,s reward here and there after and he later called on the beneficiaries to utilize the gesture properly in solving their problems.

Commenting after the distributions exercise, one of the beneficiary of the gesture,  Malama Jamila Umar from Kauran Namoda local government area   whose daughter was among the beneficiaries commended the board and Governor Matawalle Maradun administration for given her daughter a medical assistance.
